How Is the Premium Determined?
MTPL premiums in Turkey are set within a ceiling price system determined by SEDDK, the insurance regulator. The three main factors are the vehicle type, the province where it is registered and the driver's no-claims level (basamak). First-time buyers start at level 4; every claim-free year moves you one level up and increases your discount.

Is traffic insurance mandatory for foreigners in Turkey?
Yes. Every vehicle registered in Turkey must carry compulsory traffic insurance, regardless of the owner's nationality. We issue policies for foreign residents with a passport or residence permit and a Turkish tax number.
Is MTPL the same as kasko?
No. MTPL covers the damage you cause to the other party; it does not cover your own vehicle. To protect your own car you need kasko (comprehensive) insurance.
What is the no-claims level and do I keep it if I switch insurers?
The no-claims system runs from 0 to 8. Your level belongs to you, not the insurance company — it is preserved when you switch insurers, as long as you renew on time.
